E Requiring the commissioner of human services to notify nursing + facilities
requesting a medical assistance (MA) property related payment rate +adjustment
after construction project completion of the allowable costs within a+ certain
number of days of receipt of the information necessary to compute the+ rate
adjustment and providing for subsequent nursing facility rate +adjustments;
authorizing the commissioner to negotiate planned closures for +nursing
facilities with budget neutral proposals for medical assistance +purposes;
requiring and providing for the commissioner to present to the +legislature by a
certain date a recommendation to establish a new nursing facility +reimbursement
system providing facility specific prospective payment rates for +nursing
facilities participating the medical assistance program, specifying +certain
payment rate and cost reporting requirements and requiring the +commissioner to
determine methods to be used to integrate quality measures into the +new
reimbursement system (ra, ja)
