process; defining certain terms; specifying the registration process;
prohibiting related organizations from participating simultaneously in the state
employee combined charities campaign; permitting a registered combined
charitable organization to offer the option of designating in writing the amount
of money deducted be designated to any charitable agency; repealing the current
registration process
