Modifying the critical areas act of 1973; requiring the environmental quality
board (EQB) to administer the Mississippi river critical area program and
requiring the board to work with the national park service to draft
recommendations for the Mississippi national river and recreation area
comprehensive plan inclusion in the critcal area regulations and to work with
local governmental units for regulatory reevaluation and updates; appropriating
money to the commissioner of administration for the EQB
