3E Relating to higher education; requiring Minnesota postsecondary institutions
to grant an expanded waiver for mandatory student health care coverage under
certain conditions; requiring the disclosure of certain Minnesota State Colleges
and Universities (MnSCU) course material and course schedule information;
clarifying the authority of the Minnesota state colleges and universities
(MnSCU) system to continue operations during a budget impasse; modifying certain
duties of the commissioner of management and budget (MMB) under certain
conditions; increasing the revenue bond debt ceiling for the board of trustees
of the Minnesota state colleges and universities (MnSCU); modifying the
definition of contingent account owner for purposes of a college savings plan;
directing a portion of the permanent university fund for a mining engineering
program offered through the University of Minnesota at Mesabi Range community
and technical college; providing an exemption from state regulations for certain
higher education institutions; authorizing a safety officer survivor education
benefit for higher education; modifying certain eligibility and award amount
provisions; establishing a Minnesota state colleges and universities (MnSCU)
textbook working group; providing for a University of Minnesota appropriation
transfer to the Hennepin county medical center (HCMC); requiring a report with
recommendations for eliminating lower priority tests and assessments to offset
the fees charged to the students for the teacher performance
assessment
