Authorizing and providing for any city, county or transit taxing district
outside the metropolitan area or the metropolitan council to impose a local
sales tax upon voter approval without legislative authorization under certain
adoption, use and termination conditions for transit purposes; providing for
border city in lieu payments by the commissioner of revenue under certain
conditions; modifying the percentage of motor vehicle sales tax revenues
required to be deposited in the highway user tax distribution and the
metropolitan area and greater Minnesota transit funds; requiring the
commissioner of transportation to conduct a study to evaluate the feasibility of
establishing a transit service between the twin cities metropolitan area and
each regional center in the state, requiring a report to the legislature by a
certain date
