the local workforce council to include at least one representative from an
approved local adult basic education program; requiring the workforce
development council of the governor to convene a meeting with representatives of
department of employment and economic development (DEED), department of human
services, department of education, University of Minnesota and Minnesota state
colleges and universities (MnSCU) to identify and establish local collaboration
projects; specifying certain employment, training and education goals and
collaboration plan and plan implementation requirements; requiring reports to
the legislature
