ARTICLE 1 - REDESIGNING HOME AND COMMUNITY-BASED
SERVICES

Establishing community first services and supports (CFSS) medical
assistance state plan option; modifying law enforcement common entry point
maltreatment of vulnerable adults reporting

ARTICLE 2 - SAFE AND HEALTHY
DEVELOPMENT OF CHILDREN

Expanding background studies for foster placement;
defining adoption assistance to include medical coverage; "Northstar Care for
Children Act"; authorizing certain benefits to support a child in need who is
served by the Minnesota child welfare system and who is the responsibility of
the state, local county social service agencies, or tribal social service
agencies or otherwise eligible for federal adoption assistance, specifying scope
of the act and providing regulations; specifying eligibility for foster care
benefits, guardianship assistance eligibility, and adoption assistance
eligibility; requiring child assessments for benefits determination; requiring
certain agreements for guardianship or adoption assistance benefits; specifying
Northstar Care for Children benefits and payments; specifying federal, state,
and local shares and administration and appeals

ARTICLE 3 - DEPARTMENT OF
HUMAN SERVICES PROGRAM INTEGRITY

Expanding data sharing requirements for
registration of predatory offenders purposes and requiring the development of an
electronic process for criminal history information agency background studies;
providing for fraud investigations in the child care assistance
program

ARTICLE 4 - WAIVER PROVIDER STANDARDS

Modifying home and
community-based health services; specifying psychotropic medication use and
monitoring; modifying protection standards; establishing record requirements;
modifying policy and procedures

ARTICLE 5 - HOME CARE
PROVIDERS

Classifying department of health data; providing regulations for
home care provider and home care services, requiring licensure, specifying
issuance of temporary license and license renewal, surveys and investigations,
enforcement, background studies, compliance, innovation variance, home care
provider responsibilities, medication management, treatment and therapy
management, client record requirements, home care provider staff, orientation
and annual training requirements, services, and employee health status;
establishing and providing for the department of health licensed home care
provider advisory council; providing for new licensees and transition home care
licensing implementation and transition; registering home care
managers

ARTICLE 6 - HEALTH DEPARTMENT

Modifying health department
definitions; changing the office of the state registrar to the office of vital
records; providing a security of vital records system; providing for amendment
and correction of vital records; modifying vital records information disclosure;
requiring a commissioner of health issued license to operate an alkaline
hydrolysis facility, providing for license renewal; making conforming
changes
