vacant housing abandoned as a result of the foreclosure crisis; protecting the
health, safety and welfare of the community through appropriate police powers;
specifying certain duties of the court, providing a legal process to appoint
receivers for abandoned properties and recovery of funds expended to bring the
property up to code; defining certain terms; regulating relief actions for
persons acting on behalf of a state, county, municipalities or nonprofit housing
organizations; specifying certain lien release and enforcement
