job skills partnership board to reduce the nonresident tuition charged to
individuals from states without tuition reciprocity agreements with Minnesota;
specifying grant eligibility requirements; requiring selection of grant
recipients and determination of grant amount by the post-secondary educational
institution of attendance according to guidelines, policies and rules to be
established by the board, specifying grant award amount and term limits;
