council; modifying certain provisions relating to legislative members salaries,
legislative coordinating commission (LCC) employee relations duties, and salary
limits for certain public officers and employees and state personnel management
employees; requiring the commissioner of management and budget (MMB) to conduct
a comprehensive market analysis of compensation for all unrepresented positions
in the executive branch; increasing judicial and constitutional officers
salaries; repealing certain state personnel management salary exceptions;
appropriating money to the commissioner of management and budget to conduct the
compensation study
