1E "The Child Protection and Safety Act"; establishing a child safety system for
performance based accountability for the safety, permanency and well being of
children and establishing a child safety fund to address the needs of children
within each county; defining certain terms; requiring the commissioner of human
services to allocate funds to counties according to a specified formula;
requiring the commissioner to convene a work group for procedure determination
for standards compliance measurement; requiring the commissioner to convene a
tribal (native American) work group for tribal participation opportunities;
specifying commissioner and county board duties; requiring the commissioner to
evaluate county performance and progress; modifying community service plan
requirements for conformance; appropriating money to the commissioner of human
services
