"Traditional Cultural Property Preservation Act"; recognizing Coldwater Springs in Hennepin county as a traditional cultural property entitled to preservation and protection; requiring construction projects impacting the flow of the springs to comply with a certain presidential executive order and laws and projects affecting traditional cultural properties to comply with a certain federal law (rla)
