Requiring the commissioner of corrections to establish a high risk adult
demonstration project to apply best practices to improve and promote the
recovery and success of high risk adults frequently using costly public
services; specifying scope and eligibility of certain high risk adults with
substance abuse, mental illness, chronic unemployment, incarceration and
homelessness histories; specifying enrollment, payment, reporting and
independent evaluation requirements; appropriating money to the commissioner of
corrections for the grants
