Implementing a joint powers agreement for St. Louis, Carlton and Lake counties
to develop a plan establishing guidelines and minimum standards for management
of the Cloquet, St. Louis and Whiteface rivers; establishing the St. Louis river
board to implement the river management plan, specifying membership requirements
and requiring board appointment of advisory committees; providing for
implementation of the plan by the board; requiring county land use ordinances to
be consistent with the plan; specifying certain responsibilities of other
government units; providing for review and certification of land use actions;
placing a moratorium on certain activities after incorporation or annexation,
exception; requiring biennial reports by the board to the legislature,
specifying certain report content requirements; appropriating money to the board
