for the deaf and blind at Faribault; changing the name of the board to the
Minnesota state academies board and increasing the membership; requiring and
providing for recommendations to the governor on board appointees from the site
councils, requiring board establishment of the councils; clarifying the board
member term limit; eliminating certain references to the state board of
education and changing references to the Faribault or residential academies to
the Minnesota state academies; appropriating money to the commissioner of
children, families and learning for the academies for the cost of holding board
