E Providing for the coordination of drinking water and wastewater funding
requests; transferring the requirement for annual preparation and submission to
the federal environmental protection agency (EPA) of an intended use plan under
the water pollution control revolving fund from the pollution control agency to
the public facilities authority; requiring the PCA to annually provide to the
public facilities authority a prioritized list of proposed wastewater and storm
water projects identifying projects eligible for placement on the intended use
plan; requiring the public facilities authority to offer local government units
seeking placement on the intended use plan an opportunity to review and comment
on the document before adoption; modifying certain PCA rule adoption
requirements, requiring rules relating to the procedure for ranking and
reviewing projects and for certifying approved projects to the public faculties
authority for funding, authorizing the adoption of implementation rules by both
bodies; authorizing local government units to identify areas for new development
connecting to existing wastewater treatment systems and consistent with
comprehensive land use plans as designated growth areas, authorizing placement
of projects for new collection systems in designated growth areas on the project
priority list with a certain minimum number of points to encourage future
development in less environmentally sensitive areas of the state (ra, ja)
