investments for community development venture capital funds or loans for all
other assistance; specifying certain duties of the commissioner of trade and

commissioner to invest funds from the capital access account for equity
investments in community development venture capital funds to provide capital
for small and emerging businesses; exempting the capital access program from a
certain contract duration limit under the state procurement program; specifying
