Allowing state executive, legislative or judicial branch entities to use
proprietary space to offer fitness, wellness or similar classes or activities to
employees, permitting participation fee charging by instructors, providing a
general application to state space in the state capitol area and other
designated areas as defined by rules adopted by commissioner of public safety,
requiring a waiver of liability and a hold harmless provision, authorizing
commissioner of public safety rulemaking
