Establishing converting layoffs into Minnesota businesses (CLIMB) as a part of
the state dislocated worker program to assist dislocated workers in starting or
growing a business; specifying unemployment benefits are available to dislocated
workers participating in the CLIMB program; modifying and establishing certain
shared work plan requirements; modifying the commissioner of employment and
economic development (DEED) approval process of shared work plans; modifying
certain applicant requirements for shared work plans; specifying certain
unemployment benefits available for shard work plan participants; modifying the
process for an employer for cancelling a shared work plan; modifying
unemployment insurance severability clause; authorizing the commissioner to
request federal funding for the shared work benefit program
