Establishing a temporary state lottery oversight council, specifying +membership
requirements and powers and duties; requiring and providing for the +council to
analyze the efficiency and performance of the current state lottery +structure
and report findings and recommendations to the legislature relating +to
improvements in maximizing revenue from the lottery to the +environment and
natural resources trust fund; establishing the environmental trust +fund
(SIMPLE) account in the lottery fund, providing for the deposit of +certain
funds in the account and appropriating the funds to the pollution +control
agency (PCA) for the cleanup of improperly operating septic systems +and for the
state water pollution control program, to the game and fish fund and +to the
board of water and soil resources (BOWSR) for local water planning +grants,
authorizing the council to review the account, propose certain +changes and make
recommendations to the legislature for improvements in the management+ and use
of money in the account; modifying lottery director unclaimed prize +money
transfer requirements, requiring the deposit of a certain percentage +in the
