Modifying certain proposed property tax (truth in taxation) provisions; defining
certain terms; modifying certain proposed levy amendment, notice and levy
certification deadlines and certain notice requirements; providing for a
taxpayer satisfaction survey, specifying certain form, mailing and authenticity
verification requirements and certain duties of counties and the commissioner of
revenue; granting counties certain costs apportionment authority, eliminating
the taxing authority reimbursement requirement; modifying the responsibility of
county auditors to use previous year levies in fixing rates for taxing
authorities not complying with certain compliance certification requirements;
authorizing recertification of proposed levies and requiring a referendum under
certain conditions, requiring jurisdictions conducting referenda to certify
levies based on the success of the referenda; repealing certain public
advertisement and hearing requirements
