road improvement program for grants to counties to assist in paying the costs of
rural road safety capital improvement projects on state-aid highways and for
construction and reconstruction of local roads with statewide or regional
significance and for matching federal funds and replacement or rehabilitation of
local bridges; authorizing grants to political subdivisions for replacement or
rehabilitation of a fracture-critical bridge, specifying certain eligibility
requirements
