4E Relating to human services; requiring data challenges for sex offender
program individuals to be submitted in writing to the data practices compliance
official at the department of human services (DHS); modifying certain provisions
relating to the Minnesota sex offender program; authorizing and providing for
participation of Minnesota sex offender program facilities in state cooperative
purchasing agreements; exempting unmarked vehicles used by program staff from
motor vehicle registration requirements; authorizing the sex offender program to
have access to private data contained in the conditional release data system for
administration and management of current state sex offender clients; defining
client, community preparation services and executive director; modifying certain
program maintenance provisions; requiring commissioner of human services to
contract with national sex offender experts to form a consultant group to
evaluate the sex offender treatment program; creating a client grievance
resolution process; instructing executive director of the Minnesota sex offender
program to submit an annual performance report to the legislature; allowing
access to the statewide supervision system; requiring the program to develop a
policy to allow access to the data; requiring commissioner of corrections to
conduct periodic audits; modifying certain vocational work program provisions;
expanding the crime of escape for clients of the Minnesota sex offender program
or subjects to a court hold order
