process hearing guidelines for children with disabilities; modifying mediation
procedure in relation to alternative dispute resolution process; prohibiting
former employees or board members of a Minnesota public school district or a
disability advocacy organization or group from being a hearing officer;
adjusting process of requesting a hearing and prehearing conference procedure;
modifying amount of time a hearing officer has to issue a hearing; modifying
child educational placement procedure during a due process hearing; adjusting
time frame on implementation of a hearing officer order; requiring commissioner
