Authorizing the Scott county board to establish a county personnel
administration system by adopting a resolution for the purpose of creating a
personnel department; providing for jurisdiction, personnel director appointment
and powers and duties, payrolls, civil service and merit system relationships,
veterans preference and collective bargaining; authorizing a personnel board of
appeals and specifying duties; authorizing judicial review, personnel system
abolition upon county board resolution, county board appropriations and federal
financial assistance; providing for protection of human and public employment
labor relations act (PELRA) rights under state and federal laws
