E Relating to human services; expanding the standards governing services to
persons with mental retardation or related conditions to supported employment,
defining supported employment; retaining the capacity of certain mental
retardation service sites in Dakota and Olmsted counties; eliminating certain
child support or maintenance payments from the definition of income and a
certain asset transfer prohibition for medical assistance (MA) eligibility
determination purposes and regulating causes of action for violation of transfer
prohibitions; changing the term fixed cast metal restorations to fixed bridges
for medical assistance dental services coverage purposes; modifying the medicare
maximization program; providing medical assistance reimbursement for child
welfare targeted case management services to clients served by tribal social
services placed outside the reservation; modifying certain medical assistance
variable rate adjustment requirements for intermediate care facilities for
persons with mental retardation or related conditions (ICF MR); eliminating
certain requirements of the commissioner of human services under the prepayment
demonstration project; earned income to be considered available to family
members for general assistance medical care (GAMC) eligibility determination
purposes; modifying the tax refund use option for the payment of MinnesotaCare
program premiums; eliminating a certain conflicting repealer relating to medical
assistance claims against estates; repealing certain provisions under medical
assistance relating to prohibited transfers and removing certain effective date
contingencies for the same provisions; repealing a certain federal waiver
request requirement of the commissioner relating to a certain work incentive for
disabled persons eligible for medical assistance and the medicare maximization
program advisory committee (mk, ja)
