E Modifying certain child care assistance provisions; expanding the + definition
of provider and redefining recoupment of overpayments; requiring +counties to
verify certain factors using a universal application for child care +application
and redetermination purposes and to request social security numbers +from
applicants, prohibiting denial of child care assistance for failure +to comply;
strengthening the provision requiring the recovery of overpayments, +imposing
joint liability on the family and the provider for intentionally +causing an
overpayment; requiring counties to authorize providers to receive +child care
assistance payments before making the payments, requiring the +commissioner of
children, families and learning (CFL) to establish authorization +requirements
and prohibiting the authorization of certain convicted offenders and +certain
others as legal nonlicensed family child care providers, exceptions; +providing
for provisional payment to certain providers after authorization; +specifying
certain provider recordkeeping requirements; eliminating direct +payments to
parents and imposing a time limit for submission of bills by +providers for
county or state payment purposes; providing for fair hearings on +overpayments,
requiring county agencies to offer informal conferences to providers;+ expanding
administrative fraud disqualification hearing requirements to +providers caring
for children receiving child care assistance and requiring +disqualification for
wrongfully obtaining assistance (mk, ja)
