Requiring legislative conference committee negotiations between members
and
between members staff, the senate majority leader and the house speaker
budget
meetings, and the governor and the legislature budget meetings to be
open to the
public; modifying under campaign finance and public disclosure
provisions the
definition of associated business; prohibiting former
legislators, constitutional officers, and state agency commissioners, deputy
commissioners, or heads of state departments or agencies from lobbying for a
certain period after leaving office; modifying lobbyist reporting requirements
to include lobbying subject descriptions, income totals, and contribution dates
and amounts; modifying principal reports to include amounts spent; regulating
and defining electioneering communications; providing for disclosure of
electioneering communications; modifying association contribution and general
treasury money allocations
