Relating to transportation; providing a standard for construction and
reconstruction projects under the local road account in the local +road
improvement fund for routes of regional significance; creating a +hazard
elimination safety program account in the local road improvement fund+ and
appropriating money from the account to the commissioner of +transportation
(DOT) for grants or loans to cities, towns and counties to assist in +paying the
costs of safety improvement projects for hazard elimination to reduce+ traffic
accidents, deaths, injuries and property damage, requiring the +commissioner to
establish grant procedures and criteria, specifying certain +consultation
requirements; appropriating money to the commissioner and authorizing+ the
issuance of state bonds to match federal money and to replace or +rehabilitate
local deficient bridges, specifying certain authorized uses; +appropriating
money to the local road improvement fund and authorizing the issuance+ of state
bonds for the trunk highway corridor projects account, for the local +road
