owners of animal feedlots to register with the agency or the county of feedlot
location authorized to issue animal feedlot permits, specifying animal feedlot
registration information requirements and requiring annual updates; requiring
counties with delegated permitting authority to maintain the required
information and annually report to the PCA; requiring PCA maintenance of the
data in a centralized database, subjecting the database to full public
disclosure; requiring registration for permit issuance or renewal purposes and
authorizing permit suspension until compliance with the information
requirements, authorizing district court actions for enforcement purposes (ra)
