E Modifying certain provisions relating to petroleum tank release cleanup;
eliminating reimbursement eligibility for interest costs associated with the
financing of corrective action and for preremoval site assessment costs;
modifying the reimbursement application procedure; specifying an overall
reimbursement percentage requirement, authorizing a higher reimbursement rate
under certain conditions; increasing the reimbursement for corrective action at
bulk plants located on railroad rights-of-way under certain conditions; making
optional the requirement for the petroleum tank release compensation board to
contract for performance audits of corrective actions and eliminating the
authority of responsible persons to request the audits; expanding the
disciplinary authority of the commissioner of commerce to persons failing to
reasonably supervise employees or representatives to assure compliance with
cleanup requirements; providing for the future repeal of corrective action
performance audits, consultant and contractor registration requirements and
sanctions and a certain prior repealer provision; repealing certain definitions,
the lead fund, small business owner reimbursements and the reimbursement phase
