Relating to education; transferring responsibilities for noncurricular athletic
and fine arts activities for youth from school districts to local government
units (cities, counties or towns) to enable school districts to focus on
delivering academic services; adding the term cocurricular to certain athletics
provisions and changing the term extracurricular to cocurricular or
noncurricular for responsibilities transfer purposes; prohibiting school boards
from authorizing or spending money for noncurricular activities; requiring the
leasing of space to local government units for the athletics and fine arts
activities before committing the space for other uses, specifying certain net
proceeds deposit requirements; authorizing capital improvements to the property
to facilitate rental; retaining the state high school league as a voluntary
association of local governments, providing for membership and cooperation and
authorizing annual property tax levies to pay for league sponsored athletic and
fine arts activities; granting local government units certain contracting,
leasing and fee charging authority and providing for the distribution of league
revenues; providing for the resolution of interregional conference disputes;
changing the name of the league to the Minnesota youth fine arts and athletic
