Expanding the ethanol development program to rural economic +infrastructure
development, defining rural economic infrastructure; setting the +annual
appropriation; increasing ethanol producer payments for certain older production
facilities and authorizing catch up payments under certain+ earlier payments
reduction conditions; increasing the total annual payment +limit per producer
and eliminating the requirement for producers with more than+ one plant to file
separate claims; eliminating the priority requirement for +payments to plants
using closed loop biomass to generate electricity; authorizing+ the commissioner
of agriculture to make direct payments to rural economic infrastructure
producers with amounts of the standing appropriation +not required for ethanol
producer or catch up payments; repealing the +ethanol production goal, the
program expiration date and a certain obsolete +provision providing for certain
