3E Relating to state government; modifying certain provisions governing state
boards and advisory groups

ARTICLE 1 - GENERAL LAWS GOVERNING BOARD AND
ADVISORY GROUPS

Extending the expiration date for advisory councils and
committees, requiring secretary of state to notify the primary appointing
authority or chair of an advisory council or committee of the scheduled
expiration prior to the start of the legislative session

ARTICLE 2 - REPEAL OF
EXPIRED ADVISORY GROUPS

Designating the department of administration as the
lead agency to execute responsibilities under the federal assistive technology
act; establishing the Minnesota assistive technology advisory council, providing
for membership appointment by the governor, requiring commissioner of
administration first meeting convening; eliminating the inmate work program
participation task force, the small business procurement advisory council, the
advisory seed potato certification task force, the public employees group long
term care insurance program advisory committee, the breeders fund advisory
committees and the mental health services planning council, eliminating the
sunset for the human services ombudsman committee; eliminating the ICF/MR local
system needs planning statewide advisory committee, eliminating the sunset for
the Minnesota commission serving deaf and hard of hearing people; eliminating
the public employees defined contribution plan advisory committee; repealing the
legislative commission on Minnesota-Ontario matters, the duties for the
governor's advisory council on technology for people with disabilities and the
expiration date, the governors advisory council on technology for people with
disabilities, the building code administration oversight committee, the
construction code advisory council, the pesticide applicator education and
examination review board, the medical education and research advisory committee,
the wastewater treatment control technical advisory committee, the listed metals
advisory council, the genetically engineered organism advisory committee, the
project outreach advisory committees, the Minnesota education telecommunications
council, the permanent school fund advisory committee, the fetal alcohol
coordinating board, the code enforcement advisory council, the health care peer
review committee, the work and learn facilities for youth advisory group, the
American Indian mental health advisory council, the drug utilization review
board, the coordinated service delivery system for disabled stakeholder
committee, the commission serving deaf and hard-of-hearing people, the chemical

ARTICLE 3 -
CONFORMING CHANGES

Specifying certain conforming changes relating to medical
research grant application process consultations for the health department and
the individual retirement account plan advisory committee for the state board of
investment and board of trustees of the Minnesota state colleges and
universities; extending the duration of the ombudsman committee for mental
health and developmental disabilities for the human services department
