E Relating to the classification of government data, modifying certain
provisions governing child abuse or maltreatment data; clarifying the status of
information maintained by welfare or court services agencies and schools in
reports determined not to constitute maltreatment for records maintenance
requirements purposes; classifying data in voluntary and mandatory reports of
alleged maltreatment, identity of the reporter to remain confidential after
completion of the investigation or assessment; providing for the treatment of
data created, collected or maintained by local welfare or law enforcement
agencies or by the commissioner of children, families and learning as part of
assessments or investigations of allegations of maltreatment, restricting
disclosure of the identity of the reporter, imposing a penalty for violation;
regulating the collection and sharing of certain data, granting local welfare
agencies access to medical data and records for collateral source information
collection purposes; repealing certain existing provisions authorizing the
sharing of certain investigative records with other counties and classifying
certain records maintained by local welfare agencies assessing or investing
