market value requirements for existing counties; specifying certain new county

validity of the signatures on the petition based on information to be supplied
by the county auditor; clarifying certain vote canvassing requirements for
gubernatorial proclamation purposes; modifying the procedure for filling
vacancies in county commissioner districts after a change of boundaries,
providing for a special election and eliminating certain gubernatorial
appointment requirements; repealing a certain provision providing for the
