describing the boundaries; providing for land acquisition and management by the
commissioner of natural resources (DNR); establishing a local area advisory
committee to provide direction on the establishment, planning, development and
operation of the area, requiring the commissioner to appoint the members of the
committee, specifying certain membership representation requirements; requiring
the commissioner and the committee to cooperatively develop a comprehensive
management plan providing for multiple use, protection of natural resources,
limited timber management, land acquisition and road and facility development
