Requiring the commissioner of public safety to contract with an agent to create and administer a vehicle insurance and registration monitoring program involving the establishment of a database to verify compliance of motor vehicle owners or operators with no-fault automobile insurance and vehicle registration requirements; specifying certain duties of the agent and the commissioner duties, specifying certain agent vehicle owner noncompliance notice requirements; restricting disclosure of information in the database, imposing a criminal penalty for violation; exempting insurers from liability for providing information to the agent and the state and agent from liability for gathering, managing or using information in the database; requiring a department of public safety report on the program to the legislature by a certain date; requiring automobile insurers to periodically provide the agent records of policies in force, specifying certain content requirements (mk)
