agencies to request the legislative auditor to convene a peer review advisory
panel to conduct an economic impact analysis of proposed rules with substantial
economic impact; conforming statement of need and reasonableness to include
substantial economic impact findings; requiring legislative and LCC notice of
rule changes and exemptions; requiring agency enforcement cease and desist and
costs reimbursement
