1E Modifying certain election campaign finance provisions; requiring political
party units or political committees or funds raising or spending more than a
certain amount to file campaign reports electronically; clarifying the
requirement for timely filing of principal campaign committee reports; modifying
the requirement to file preelection reports; requiring candidates terminating a
committee and registering a new committee within a certain number of years of
terminating the original committee to assume the unpaid liabilities of the
previous committee and to report the obligations until paid or forgiven;
reducing the inactivity time limit for principal campaign committees; modifying
the qualification for certain increased expenditure limits; modifying certain
public subsidy distribution requirements; requiring the signing and notarizing
of affidavits of contributions for public subsidy eligibility purposes and
specifying certain minimum fundraising requirements for legislative special
election candidates
