payment methodology for services for persons with developmental disabilities and
the disabled; defining terms and applicable services; eliminating framework
values; requiring the commissioner of human services to make a limited
individual reimbursement rate adjustment using the new payment methodology;
requiring implementation with new rates methodology; requiring the commissioner
to determine a uniform methodology for individualized service plans; specifying
a calculation for residential support payment services, day program payments,
payments for unit-based with program services, payments for unit-based without
program services; requiring the commissioner to develop and implement uniform
procedures for payment rates calculation; specifying new payment rate
supersession; requiring cost-effective transportation with a market rate limit;
allowing individual rate customization; providing exceptions; requiring a budget
neutrality adjustment
