"Textbook Pricing and Access Act"; providing higher education students better
and more timely access to affordable textbooks; defining certain terms;
prohibiting postsecondary institutions from having business dealings relating to
sale of textbooks with a publisher (textbook bundling) and specifying certain
publisher disclosure requirements; requiring faculty specificity textbooks;
specifying bundling restrictions and notice to purchase requirements at student
registration; requiring bookstores to adopt textbook affordability policies and
procedures and requiring postsecondary financial institutions distributing
financial aid to students to establish police and procedures to provide credit
or financial aid for required textbooks and supplies at any bookstore; requiring
the board of regents of the university of Minnesota and board of trustees of the
Minnesota state colleges and universities (MnSCU) to establish a textbook rental
pilot program, specifying terms and conditions; appropriating money to the
university of Minnesota and the Minnesota state colleges and universities
(MnSCU) for the pilot progam
