Authorizing and providing for the Iron Range resources and +rehabilitation board
to establish and operate a card club at the Giants Ridge recreation +area for
economic development, tourism and job loss alleviation purposes; +specifying
certain contracting requirements for card club operation and +management
purposes; requiring and providing for the licensing of persons to +operate a
card club by the director of alcohol and gambling enforcement in the +department
of public safety, specifying certain application requirements and a +fee,
requiring background and financial investigations of applicants by +the
commissioner of public safety, authorizing background investigations +of persons
seeking employment with the licensee and an investigation fee; +specifying
certain responsibilities of the licensee; requiring the conduct of +wagering
activities in an unbanked system; authorizing certain charges; +prohibiting
participation by minors; requiring posting of the toll free telephone+ number
established by the commissioner of human services in connection with +the
compulsive gambling program; requiring operator submission and +commissioner
approval of a plan of operation, specifying certain plan content +requirements
and limits; requiring licensee reimbursement to the commissioner for +the costs
of regulating the card club and to annually report to the +commissioner income
generated by the club; granting the commissioner certain inspection +authority;
excluding card playing activities from certain provisions providing +for the
recovery of lost money and regulating gambling debt commitments and +from the
definition of bets for gambling crimes purposes; prohibiting the +director or
employees of the alcohol and gambling enforcement division from +financial
interests in the location of and participation in activities at the +card
