2E Reforming no-fault auto (motor vehicle) insurance, limiting medical expense
benefits, increasing the disability and income loss and funeral and burial
expense benefits, prohibiting an injured person from collecting noneconomic
damages under certain conditions, prohibiting balance billing by health care
providers under certain conditions; removing commissioner of public safety
option for furnishing an electronic database copy of accident records; providing
for recovery of medical or health care expenses is limited to amount actually
paid or incurred; clarifying liability relating to medical and health care
expenses to amounts actually paid for purposes of no-fault insurance and
collateral source deductions
