Authorizing the suspension of motor vehicle registrations for failure to apply
for a new certificate of title within a certain number of days of sale of the
vehicle; requiring motor vehicle certificates of title to include a separate
detachable form entitled notice of sale and containing the automobile title and
vehicle identification numbers and instructions for completion and return within
a certain number of days of vehicle sale; appropriating money to the
commissioner of public safety for implementation purposes(mk)
