Authorizing and providing for certain cities outside the metropolitan area to
impose a local sales tax upon voter approval without legislative authorization
under certain adoption, use and termination conditions; requiring use of the
proceeds to pay for specific regional capital projects providing benefit to
persons outside the city boundaries, specifying certain capital project criteria
and requiring commissioner of revenue certification; authorizing the cities to
issue general obligation bonds to pay for certain project costs; providing for
expiration of the taxes
