Relating to child support; allowing public authorities to redirect child basic,
medical and child care support to a caregiver under certain conditions,
providing a procedure for redirection of child support, exempting child support
from limitation of time and specifying non-expiration of child support judgments
and judgments to be retroactive, requiring payment in full without a time limit;
repealing child support judgment administrative renewals and child support
judgment by operation of law
