Providing for emergency energy costs assistance to public post-secondary
educational institutions; requiring the board of trustees of the Minnesota state
colleges and universities (MnSCU) and the board of regents of the university of
Minnesota to certify by a certain date the heating fuel costs for the 1999-2000
academic year for each campus under the authority of the respective boards;
requiring the campuses by the same date to submit anticipated fuel costs for
facilities to the respective boards; requiring the boards to calculate the
difference between anticipated and certified costs and to reimburse campuses for
a certain percentage of the amount calculated; appropriating money to the boards
