E Modifying certain provisions governing the licensing of nursing home
administrators; replacing the commissioner of human services on the board of
examiners for nursing home administrators with a designee of the commissioner;
increasing the minimum age requirement for licensing; requiring the executive
director of the board to serve in the unclassified service; authorizing the
board to issue permits for acting administrators and to receive and investigate
complaints; providing immunity from civil or criminal liability for members of
the board and persons employed by the board or involved in violation
investigations; repealing certain provisions relating to the administrative
services to the board of examiners, administrator qualification exceptions and
the continuity of rules (ra, ja)
