E Requiring the board of water and soil resources (BOWSR) to establish a grant
program to provide education and financial incentives to encourage private
landowners to preserve and restore lake and river shoreland; requiring local
soil and water conservation districts to establish working groups to develop
along with the district and county board criteria for awarding the grants;
providing for district award of cost share grants for shoreland restoration or
to establish conservation easements for shoreland preservation, specifying
certain restoration, easement and coordination and cooperation requirements;
requiring local districts to evaluate program success and the board to report on
the program to the legislature by a certain date (ra, ja)
